No. Marksman publishes 1 ms from the shot to the screen. TrueClays publishes 4.2 ms as the spacing of each recorded barrel sample, on the tracker page and the features page. It is the time resolution of that trace, not a measured shot-to-screen delay.
TrueClays' setup guide uses a skeet clay at 25 m/s and says 1 ms of travel is 2.5 cm. At that speed, 4.2 ms is 10.5 cm. An ISSF clay is 110 mm, so 1 ms is about a fifth of the clay and 4.2 ms is almost the whole clay. At station 4 that is about 4.5 MOA against about 19 MOA.
On a straight bird, almost not. The delay runs along the bead, so the angle does not change. On a hard 45° Olympic trap bird the cross-track shift is about 7 mm in 1 ms and about 28 mm in 4.2 ms. Crossing skeet is the presentation that makes the clock matter.
TrueClays states laser detection at 0.1 pixel, often 0.01 pixel, on a 1920-pixel image. That is where the camera places the laser spot. The screen itself is entered in centimetres, and gun alignment is one point or three points, repeated if the test target is off. TrueClays also says a surface that moves a fraction of an inch makes the calibration invalid. Marksman holds the screen map at 0.1 pixel, the same result each time, with subpixel image processing.
The setup guide says 94% is the default, and Advanced Reaction slows the first metres further, because a 240 Hz projector is still a series of frames and shooters otherwise break the target later than on the range. Perceived Lead then shifts the picture by up to 40 ms either way, one millisecond at a time.
